Every listing is scored on five things by people who actually went: quality of work, timekeeping, cleanliness, value and professionalism. Each reviewer counts once however often they visit, so a regular cannot lift a score by returning. A listing with two glowing reviews does not outrank one with sixteen good ones. Paid plans buy more photos and more listings. They never buy position.
